That is the famous Southern Cross constellation on these old coins from Brazil. They come in 100 and 200 reis denominations. ORDEM DE PROGRESSO means ORDER AND PROGRESS in Portuguese, and 15 November 1889 marked the start of the Brazilian Republic.

These coin are made of copper-nickel, not silver. Except for coins dated 1900, values run like this:
