That is Chiang Kai-shek, a well-known Chinese political and military leader who served as the leader of the Republic of China starting in 1928. He died in Taiwan in 1975.

These are modern coins made of copper-nickel. Coins with normal wear usually sell to collectors for less than $1 US dollar. A splendid example, like the one in our picture, might bring as much as $5.
