This is an intriguing piece. I've exhausted my knowledge and resources. There are a lot of smart cookies over at World of Coins. I have posted your pictures there. Maybe someone will know.

World of Coins, and Pasargad Coins in Toronto, came to our rescue. We thank Pasargad (again) for use of their coin photos. See the [coinquest] and [vcoins] web references.

So it is a transit token from Tehran, Iran during the Pahlavi dynasty from 1925 until the Iranian Revolution of 1979.

As to value, I am sure Pasargad has it right. These tokens are scarce and Pasargad's $30 US dollar retail value is reasonable. Raymond's token, at 2.5 rials, might be worth a tad more. Of course, tokens in better condition are worth substantially more, and in worse condition substantially less.
