Web link on the left for value (Estimated: $10 CATALOG VALUE), but that coin, looks untouched, but the the picture you took looks like it was taken with a calculator, so there is not much to do for quality-wise, it most likely is clean (99.9999%), but it could be whizzed Chance:(00.0001%), which was a popular trend in the 60's and 70's which included re-polishing coins with a metal brush (Steel rope) but that is most not likely, the surfaces of those coins are very rugged, in a clean way, but that is all I can tell you.

I would say it hasn't been cleaned, and if it has it was very well done. It depends on if there are surface marks left from the cleaning process.
I would say it still has that uncirculated shine to it.
