Your coin is a counterfeit coin, worth zero. The details are not well defined and the obverse of the coin is completely wrong.
This isn't surprising as these coins are extremely rare and so are heavily faked.

Ash is correct. The image above is of a genuine one dollar coin. No taels were minted. Note reverse is different than yours. Year 25 has a reverse similar to yours.

This one in our picture is from Noble Numismatics (thank you for use of the image), and it sold for $450 US dollars.

Not that it makes any difference, but I believe a Tael was worth five one dollar coins during that era and is not a dollar coin which you pictured.

I cannot find a reference that taels were minted in Chihli. Do you have one?
