These are small copper coins from Russia. The double-headed eagle is a common symbol of church-plus-state power from the old Byzantine Empire. One head represents religious power and the other political power. Jefferson and others would not tolerate such a concept in the beginnings of America.

Condition means everything in these old coins. If you can find a nice example the value goes up quite a bit. The coin in our photo is roughly 'average circulated.'
