These are hefty silver coins with 0.453 troy ounces of precious metal. Multiply the current price of silver by 0.453 and you get the Base Value (BV), sometimes called the melt value. The coin is never worth less than BV.
At the time of this writing, silver is trading around $28 US dollars per troy ounce (look it up, it changes every day, click to kitco.com), so BV = 28 x 0.453 = $12.70 US dollars.
For coins in good condition, they are worth somewhat more than BV because collectors want to buy them. Catalog values run roughly like this:
worn: BV
average circulated: BV + $5 US dollars
well preserved: BV + $15
fully uncirculated: BV + $40
