Uruguay minted these medium-sized silver coins only in 1943. The person on the coin, José Gervasio Artigas, sometimes called the 'father of Uruguayan nationhood', is a folk hero in Uruguay.
At 0.162 troy ounces of silver, and a current silver value of $19.40, each coin contains 0.162 x 19.40 = $3.15 US dollars of silver. Any coin that is very worn will only be worth this silver value. Use a website such as Kitcosilver.com to check the current value of silver - it changes every day.
Any coin with decent eye appeal will be worth more than the base silver value, as outlined below:

average circulated: add $3
well preserved: add $5
fully uncirculated: add $15
There are quite a few coins on the market that only just barely qualify for the fully uncirculated grade. These are coins that, while they have been stored in holders and never seen circulation, will have numerous contact marks from other coins obtained during the production, and perhaps some cabinet friction that has caused a partial loss of the mint luster in some areas of the coin.
However, the amount of fully uncirculated coins which retain a magnificent mint luster and a strong eye appeal is not as large. If you have such a coin, which in collector-jargon may be referred to as 'Gem' or 'BU', you can safely double the $12 figure above and add $24 to the silver value of your coin.
