That's the coat of arms of West Friesland in the Netherlands - a shield with two facing lions walking left - and the words WEST FRI SIA (or similar) get that point across. These were minted in copper duits and silver stuiver and 2 stuivers denominations, with 8 duits in 1 stuiver. Paul's coin is a 2 stuivers, with 2 S on the shield side, as shown in our secondary photo.

West Friesland is also known as North Holland. It is located (no surprise!) west of Friesland (see map).
