That's GULIELMUS IIII, or William IV, who ruled Britain between 1830 and 1837. He issued silver 1, 2, 3, and 4 pence coins with his likeness on the front and a wreathed and crowned denomination on the back.

These coins are old enough to pick up decent collector value, but only when in great condition. Worn coins are not worth very much.
