These tiny coppers weren't worth much back when they circulated. They were the smallest of small change (240 of these pfennigs equaled one large silver thaler!), and people did not regard them for very much. They are sometimes found by hobby metal detectorists in the area that encompassed Austria in the 1760s, though rarely in a good shape.
The person on the obverse is indeed Maria Theresa, and the inscription should read 'M THERES.D.G.RO. I.G.HU.BO.REG.' On some coins the inscription is very slightly different: 'M THERES.D.G.R. I.G.E.HU.BO'. This does not change the value.
