The full inscription on these coins (or technically, tokens) should read WURTT OBERAMTSSTADT around the hand with the cross in its palm, and HALL at the bottom. The other side reads KLEINGELD at the top and ERSATZMARKE at the bottom, with the date to the left and right of the numeral, and the denomination of pfennig abbreviated to 'PF' just below.

Like with other German Notgeld, they were struck due to a shortage of small change after the first world war. This happened in many areas of Germany at different times in the late 1910s to early 1920s.
There are different versions of these tokens. Some are round, while some are octagonal. Some are struck in rough, black iron, while some are struck in a grayer, more steel-like iron. They all have roughly the same inscriptions, except WURTT may sometimes be preceded by KGL.
As far as we know, values are roughly the same for all dates, varieties and denominations, as listed below:

fully uncirculated: $75
