These nice-looking commemorative dollars are made of 0.773 troy ounces of silver so they can never be worth less than base value (BV), or 0.773 times the current silver price (check kitco.com). If, for instance, silver is selling at $15 US dollars per troy ounce, BV = 0.773 x 15 = $11.60.

People bought a ton of these coins, complete with fancy packaging and certificates, when they first came out. Since then, the market has dropped substantially. They are currently worth just a little over BV, even with the packaging and certificates:
