Despite the 1789 date, these are modern items produced in the last few years. The US Mint issues proof sets of special proof coins made especially for collectors. The sets are housed in plastic holders, with multiple coins in each set, accompanied by this copper medal. Very often collectors break the plastic holder to get the individual coins. When they do, a medal like this becomes available. Often these medals are discarded. Sometimes they are sold to medal collectors.

A collector usually pays 50 cents to $1 US dollar for one of these medals. Coin dealers will not buy these medals, because they are so plentiful.
