It is hard to miss the big mustache on the portrait. No doubt it is supposed to be Chinese President Yuan Shikai. The crossed flags pattern on the back is common to many Chinese copper cash coins.
Even though the coin appears old, it is a modern novelty product sold to tourists and as gifts. Material is base metal, or, perhaps, white-coated brass, not silver. These sell for a few US dollars. Don't pay more than $5 to buy one.
