The yin-yang symbol and the octagram pattern on the dragon side tell the story of this token. It is an I Ching token, often associated with Feng Shui, or good luck in Chinese culture.
I Ching uses a type of divination called cleromancy. Six numbers between 6 and 9 are turned into a hexagram, and then looked up in an I Ching book, usually to provide guidance for moral decisions in Taoism and Confucianism.
These are modern tokens, made to look old and pursued by various occult religions. The tokens have little value. You can usually find them in novelty shops and on Internet gift sites. If you wanted to sell one, a buyer might pay a few US dollars for it.
