With stumper coins like this it is good to have real experts as web friends. In this case we asked people at the World Internet Numismatic Society two members, Oded and Ray, responded with excellent information.
Oded reports:
'This is a Third Reich Medallic Coinage. It appears in the Unusual World Coins Catalog, by Colin R. Bruce II, 5th Edition, page 200. 2 Reichsmark, 1938, 18.1200 g., Silver Plated Brass, 24.9 mm.'
And Ray agrees with Oded and adds historical information:
'On 30 September 1938, a one-day conference was held in Munich attended by Hitler, Chamberlain, Daladier and Mussolini that led to the Munich Agrement, which gave in to Hitler's ostensible demands by handing over the Sudentenland districts to Germany, overseen by an international commission. Though Chamberlain was well-satisfied with the Munich conference, leading to his infamous claim to have secured 'peace in our time', Hitler was privately furious about being cheated out of the war he was desperate to have in 1938. As a result of the summit, Hitler was Time Magazine's Man of The Year for 1938.'
