Hungary was Austrian until 1918 and, sure enough, that's Franz Joseph of Austria on the 'heads' side. The 1 Frt (or, on some coins, 1-F or 1-Ft) denomination gives it away as a Hungarian coin, as well as the Magyar Királyság (or, on some coins, Magyar Orszag) which means Kingdom of Hungary.
The coin was minted with various reverse 'tails' sides. Examples of two are shown. The reverse pattern does not affect value.
These are really cool coins, but are much more common than one would suppose. The price, therefore, is surprisingly low. Each coin contains 0.357 troy ounces of silver, so they can never be worth less than that. Typical catalog values are:
worn: $15 US dollars catalog value
average circulated: $35
well preserved: $90
fully uncirculated: $180
