Haiti issued several different small-denomination copper coins from 1828 to 1850. Many of them have the pattern shown in our picture, with the fasces on one side and wreath on the other. A fasces is an axe surrounded by a bundle of rods, and symbolizes strength. The US put a fasces on their old Mercury dimes.
