Mohandas Karamchand Gandhi was the pre-eminent political and ideological leader of India during the Indian independence movement. He pioneered satyagraha, defined as resistance to tyranny through mass civil disobedience, a philosophy firmly founded upon ahimsa, or total nonviolence. This concept helped India to gain independence, and inspired movements for civil rights and freedom across the world. He is often referred to as Mahatma Gandhi or 'Great Soul.'

Rajeev has correctly stated that these coins were minted in 1969 to commemorate the 100th anniversary of Gandhi's birth.
As to the value of this coin, the 1 rupee is minted in nickel and is quite common, worth a few US dollars if in excellent condition.
The 10 rupees version is minted in silver. There were plenty made (12 million or so), and their value is derived mostly from silver content. Of course the silver value might pale in comparison to the sentimental value of owning a coin with Gandhi's likeness.
The 10 rupees contains 0.386 troy ounces of silver. Use a web site such as Kitco.com to look up the current value of one troy ounce of silver, then multiply by 0.386 to find the silver value of the 10 rupee coin.
