That's a neat coin, Jim. The Standard Catalog of World Coins says that it was struck for the country of Haiti at 'Scovill Manufacturing Co', a private mint in Waterbury, Connecticut, USA. There are other Haitian 5 centimes that have a portrait on the front, but with the same back. You can see that type at this CoinQuest link.
